This will be a project, similar to the Chinese Dragon Illustration. But this time, I am doing a digital painting of a medieval dragon. The workflow is similar to the other digital paintings I do, and the design is quite similar to what has been explored in the several drawing articles in the Dragon Workshop.
Rough Concept

After some iterations, I settle down to a medieval dragon in flight. I try to bring in the ‘S’ shape and also adding a bit of perspective to the angle.
Line Art

I switch to a separate layer and draw the lineart. After that, the rough layer is hidden.

Flat Colors

In a new layer beneath the line art layer, the flat colors are put. This is basically when you figure out the rough color composition you will have. It need not be definite as you can shift the hue a bit while you are painting.

I paint the background to set the mood, and also to establish the major light sources.
