In this part, we will start of where we left last time.

Initial Painting
Make a copy of the line art layer, and start painting over it.

You can paint on a separate fresh layer, but painting it on the line art layer, gives it the illustrative feel to it.
Painting Scales
If you have not read the article on drawing scales, now would be a good time to do so. The same technique is used to render the scales.

On a separate layer over the painting, draw the guide lines for the scales.
After that, using the color picker tool and the brush, outline and draw the scales using the guide.

Zoom in and work with a smaller brush with pressure sensitivity switched on, and render the scales.

It would look a bit fuzzy now, but after painting the rest of the details, it will get a more definite form.
